was also a Magistrate in his District. After three years service in Fiji, Dr. Smalley was transferred to Hong Kong in which Colony his career has been as eminently successful as it was in Fiji.
From my very intimate knowledge of his work and scientific attainments, judgment and tact, I consider that Dr.Smalley is specially qualified for promotion to the Office of Principal Medical Officer of a large Colony or some similar post, in which his Medical, Surgical and Scientific abilities could not fail to be of the greatest value to any Colony to which he might be appoinued.
